It is true that Offroads offer the best curb and bump absorption for cars with Tires Can Clip. Other things to note is some tires change the slip angle, or how much you have to turn before the car looses traction, and anti-roll which provides more car stability with a slight loss in traction.

You can do this on any gear at any speed and it will help you maintain your speed if your maxed out and slow down because you dodged a car or something. the white wall tires lowrider wheels gives you make a huge difference. its why a lot of people started using them, yeah i look dorky but they really are more grippy then any other tire in the game. give it a try, join a race with a supercar and watch the grip setting change

They do have traction differences. Try using the All Terrain Monster off road wheels for a few hills races and then try using the Dished Eight wheels from tuners. Try these wheels with a Pisswasser Dominator and it’ll be a noticeable difference. Offroads have less traction.
