      Hi Brandon,
This TH-cam channel is not monitored for inquiries. That said, I’d like to answer your inquiry and let you know we don't use the software you mentioned, "Oracle".
For guidance on selling your goods or contracting with the State of California, please watch some of the other videos on this channel. The videos are called, “Sell Goods and Contract with the State of California” (both videos, Part 1 & 2 were presented by DGS), “Contracting with California State Government” (for vendors looking to sell their goods to the state) and “How to find Advertised Contracts with Caltrans” (which shows how to find contract opportunities on the newly revamped Cal eProcure and Contractor's Corner websites).
Once you’ve watched those four videos, if you still have questions, contact your local District Small Business Liaison (DSBL), which can be found by comparing the list of DSBLs at dot.ca.gov/programs/civil-rights/dsbl-contact-list to the map of the state, at dot.ca.gov/caltrans-near-me. You can email your liaison and ask for a 1:1 meeting. My email is D5.SmallBiz@dot.ca.gov.
