Can I suggest that instead of using a lighter use the steam from a boiling kettle. Holding the hook with long nose pliers. It's much safer and it will; not burn your line, unlike a naked flame....

Have ever used this idea on big surface popper for tail hook?
usually you should put the assist hook, with the single hook + artificial octopus, on the front part of the popper, attached at the split ring where you connect the swivel barrel, with a triple hook at he back of the popper... this simulate a predator chasing a small bait... but in order to protect the bottom of the popper from degradation due to the impact of the triple hook at every cast, or even to facilitate the catch and release and reduce the damages done to the fish mouth, you can also put it at the back... yeah...your choice...
