Ce discours me plaît. la solution c'est de construire des institutions fortes qui fonctionnent vraiment (au sein et en dehors de l’exécutif). C'est aussi de libérer les gens de la peur pour qu'ils prennent vraiment des risques. Et enfin que les meilleurs soient aux meilleures places.
