actually, they were mostly retired from service in gundam f91 since EFF already find suitable replacement like G Canon and Heavy Gun. but because a long last peace, the program to replace old jegan takes back a seat for a while, resulting jegan still active in service in some place.
It was effectively retired. But just like in real life, when they retire equipment or vehicles for a military the transition isn't always instant. They'll usually have the older stuff serve in low priority and rear echelon positions. The Frontier Colonies were not a priority posting and consequently had lots of older equipment like Jegans. They aren't giving an M4 carbine to a supply depot guar in the middle of nowhere USA, they're giving him an M16A2. I'd also say the Jegans legacy isn't really humiliating. I'd argue that serving for 3 decades in a timeline where other mobile suits have become obsolete barely within a year of their initial production because of arms races is pretty impressive.

Interesting that the new F91 Jegan Beam Rifles use the MK II's Beam Rifle E-Pacs. Wonder why they switched? Maybe the CCA Jegans (and I guess Unicorn's Jegans) E-Pac design was prone to getting accidently knocked out it's socket when the Beam Rifle accidently collided with debris?

In universe explanation is that the trend of MS development was to go smaller for increased mobility and ease of logistics. Real life explanation is that the Japanese economy was in a slump, and the executives had mandated to the production team to cut down costs on the toy side of things. So they made the in-universe MS smaller so that IRL they could make the models smaller and cheaper while maintaining the existing scaling and justifying less toy for the same price tag.
This is why I love UC, UC shows how horrible is a war is from soldier to civilian prospective not like the other shiny versions so goofy or cheesy lmao

You'd think after all those wars the Federation would train their pilots how to conduct themselves in a high population area like a colony. I feel like every entry in the UC has to show a bunch of Federation grunts bumbling around and getting their civilians killed. I get that it's the point, the Federation can't do their job, but does every entry have to show it?
I'd imagine being thrown to the ground would shake you up pretty bad, poor bastard was probably trying to get out of his suit asap before it blew and was disoriented
Another factor is these colonies were out of the way posting. EFFs were supposed to replace all their Jegan but they were still here in great number means very low priority in equipment and personnel. When we actually saw Main Fed fleets fought in Victory, we saw their pilots in older machines gave a way better fight
I like how that one Jegan pilot didn't synchronize with the colony's rotation and so he slammed into the bridge.
