If it took you this long to put it on, imagine all the members of the survey corps when theres an emergency. All of them just dressing up in random places and rushing. Not to mention filling up their gas tanks and getting a few sets of blades.

Well when you're a soldier you're most likely gonna train on how to put the harness very quickly, because it's needed to be fast in these situations.
