I used to work at an apartment complex, we would have lot of problems with construction crews because they would try to throw all of their trash into our bins to save money. It was getting so bad that everyday that the residents couldn't throw their own trash without it being all over the streets. We had to take them all to court. I'm talking about ton of drywalls, carpets, doors, etc. Not even from our property

( 1 for trash, 1 for cardboard) The Store manager happened to find an address one day and gave it to the Police, who found the person. He got a $500 fine. Of course why would this make any difference, it’s the same town that left the sewer system, covert open for days where kids can go with no wires or anything roping off the danger, apparently we learned nothing when we had to save Jessica from the well decades ago. I don’t think people understand when you pump sewage on the ground it’s full of hepatitis and all kinds of illnesses that you can catch.m

Unlikely they were running horses on pasture.
Horses can't have wet feet now? Feet are suddenly rotting right off because water was running for five hours?
Bale per day per horse? Unlikely. Which is it... they are either on pasture or you are charging customers a bale a day. You're not doing both.

Maybe something trivial like 600 bucks and an apology. Someone legally can't just dump water causing liability and damages and horses won't graze there and increases batericial/fungi count as well as decreases pasture yield for x amount of time. This is a really easy settlement done with a few bucks and a handshake.
