Rocko's Modern Life was the same, with a postal worker who freaks everyone out by saying he's feeling a little disgruntled, and everyone abandons the train, and he declares now he's got some swingin' room. What stands out to me most about the direction is those thoughtful pauses between lines which let the delivery hang in the air for a bit. Pacing like that is disappointingly underused.
The way Mr. Horse stays in the doorframe makes me wonder if the writers were trying to channel the scene where Clarice Starling meets Buffalo Bill from Silence of the Lambs ("Was she a great big fat person?").
I miss the good ole days back when children cartoons weren't afraid of touching that thin line between TV-G rated content and TV-PG rated content. If a show like Ren & Stimpy aired today, it would be TV-14
Some constraints make you think to find workarounds. If a character is too OP, they can get boring. If you don't show some restraint in your art, you can end up edgy for the sake of edge
The underlying joke was that you couldn't say "nipple" on a kid's show, but they found out they could get away with it if they were talking about baby bottle rubber nipples. Despite the premise, they still get away with just going with the term "nipples" by itself a couple times during the episode.
I recall watching this episode with my parents in the room. While they were referencing only bottle nipples, I was so embarrassed to hear the word "nipple" so much with Mom and Dad there. I kind of got why the walrus was a far more disturbing element then, I had seen enough on the news and read enough. But watching this again in my thirties , I'm amazed by this humor. It was something a small kid wouldn't get, a teenager probably would, and adults would certainly. My parents were tickled by it. Sweet little mom still refers to the "Happy, happy, joy, joy" song. (^_^;)

I’m not gonna lie, I’ve always loved the Ren and Stimpy art style, not because of its grossness, but of how much detail they put into it. I think in this scene the lip syncing and expressions could’ve been better. Man, I wish I watched this show when I was little (actually, never mind because this show was messed up so badly lol)
