The ritornello section with embellishments on the repeats starting at 22:15 is rarely performed this way, but is perfectly musically justified. It’s actually written this way, with repeats, like a trio section of a menuet, and though the execution here may be a bit ragged, the musical intent of the composer is perfectly limpid.
A generation ago it was not typical for bassoon soloists to perform standing up. The instrument is usually supported by a strap the player sits on, attached to the boot of the instrument. Today, most soloists perform standing, which is fine, but their instructors should school them in posture. It is distracting and unbecoming of a classical artist to swoom and gesticulate like Elvis the Pelvis.
Though it's unseemly for any musician to blame their instrument, it could actually be the case here that at the time of this performance this young artist had not yet been able to afford a Heckel bassoon, which goes for $40k today. The low Bb at the end of the slow movement is sharp, and raspy, sounding more like a bodily function, when it should be as low and soothing as the ocean tide.

The sound of this instrument is harsh. Not good bassoon quality.
