@@Possibly04 i went on Instagram, made a list of people in my niche. Then reached out to them asking how much they would charge for a shoutout. Of course, with a smaller budget your list will be made up of smaller influencers.
Make sure to negotiate a price and make sure their posts are actually getting real likes and comments.
