I like how you say it that ticket 000 is a bust. For me, bust also means in blackjack if you go over 21, then you lose automatically regardless if the dealer busts also.
Correct me if I'm wrong, but in my state, the ones with symbol prizes have the symbols in the Prize spot, not the number spot. If you are not scratching the prize area, couldn't you miss several symbol winners?
