I’m in central PA and I’ve been trying the same thing and I had a similar experience I did 2 test plots that both had clover in them one I sprayed with gly and spread brassicas into the other I spread the brassica and then scalped off the clover with a mower I didn’t have a total fail like you but the plot I mowed the brassicas are stunted and thin but the plot I hit with gly has beautiful brassicas and the clover is coming up right under it
@carlmerkey9370 The second time is a second spraying of glyphosate. I do it either a day before I drill or right after. You need to do it before the plants start to emerge from the seeds. Spraying a mist onto the ground will not affect the seeds' germination.
@davidgrove1241 the turnips will not survive a heavy frost. The leaves don't wither and die, though. They stay greenish, and the deer actually pound them once they have a good frost. I have always heard this "increases the sugar content and makes them tasty". I've never eaten one to test that theory but the deer certainly do gravitate to them after the first hard frost.

I was using about 1.5 qrt/acre.

How does the turnips leaves survive below freezing temperature without melting
The plant stores extra sugars in the leaves to lower the freezing point of water in them
