Google: If this is a benchmark video for AV1, then your encoder is very obviously broken. Some scenes look immaculate (as expected) and others look like trash. In the chance that you are throttling the bitrate to match my CPU's low abilities, then that functionality is also broken as the video was not continually smooth. I believe Chrome 74 uses dav1d 0.2.1.
