generally, they just ask to open IDE if you have any or if not then notepad is fine, execution is not really the concern. i open notepad because then you can get away with writing unnecessary part and write only the logic. But there are also some interviewers who give their own link to open web based IDE and expect to run the code with test cases , those are few though.
