The outskirt neighbourhoods of Montevideo are one of the most dangerous within the country, but from a tourist point of view there's no reason to visit them. The only exception would be to visit Montevideo's fortress museum at Cerro's neighbourhood, where it's advisable to look before hand when it's open and visit by taxi when it's open during daytime. As a whole Uruguay is safeish but depends on who you ask, where you are going and at what time of day and season.
excelent question, it depends a lot on your situation. I personally like pocitos, but it depends if you're planning to get the bus a lot, travel around... do you want to be near the ocean? You could do that, but you would miss a lot of our beautiful small country!! There are so much more things to visit . 🇺🇾

Uruguay is safe in general, but Montevideo is one of the safest parts.
