What's the difference between a data pack and a mod pack like from Curse?

Datapacks can only tweak things in the vanilla game with custom commands, loot tables, advancements, etc. Mods are actual Java code that's run on your computer and can do literally anything, such as add new UI, new items & blocks, new mods, new effects, etc. A modpack is just a collection of mods downloaded from Modrinth or Curseforge.
