They are getting all these GTA online equipment, sharing some of said equipment with the PD, and Angel has said "we will be looking into high level gang stuff", which just means they will be going after crims 100% (which Pred has basically confirmed they were doing). I doubt they care about what the marshals were supposed to be: a simple PD oversight division for accountability. kylie just can't help herself with the main character syndrome and taking things too far. And when PD and marshals have ruined the server even more a few months from now, she'll blame everyone but herself and act the victim as she always does.
