I DEFINITELY believe so, especially at 3:06!! It's been a long time since I've watched the 'Rugrats', and while it was a great classic show, some of it kinda scared me as a kid.
Tress MacNeille does the voice of Floof. She voiced many other animated characters, most notably Dot Warner from “Animaniacs”.
