      Hello!
      Good question. FPGMA has been re-elected (and was allowed to run in 2004 for the presidency) since Article 7 Section 4 states that:
      "... No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."
      She succeeded Erap in 2001 and has served the unexpired term of the latter (which is less than 4 years since the term is set to expire in 2004). If Gloria had succeeded Erap around 1998-2000, she wouldn't have had the opportunity to run again in 2004.

    If given the chance to amend the constitution and add 3 other qualifications for the presidency, I would add the following:
    1. Completed a bachelor's degree.
    I truly believe that whilst we can offer everyone a chance to lead the country, we must still value knowledge and competency. By graduating with a degree, we know that the future president will not only be able to read and write but also has skill to lead the country.
    2. No Criminal Record
    No thief, no murderer, and no human rights violator allowed! The future president should have a clean record to assure that the citizen's comfort, security, and future will never be compromised.
    3. Public Service Experience
    The candidate must have an experience in serving for the people and to the people. By having this, the candidate will be able to emphatize to the citizens but will be able to have great knowledge what the citizens specially the marginalize sector are experiencing.

    There are three things I would like to add in the Constitution before a Filipino could be qualified to run for the Presidency:
    1. Must be a college graduate
    It is honestly and bitterly surprising to learn that an educational requirement is not included for a President's qualification. Hence, I would add that a running-President must be a degree holder and should submit proof of being a college graduate.
    2. Must submit SALN
    To prevent and ensure that a running-President does not have an unexplained wealth, he/she must have submitted his/her Statement of Assets, Liabilities and Net Worth prior to election. A candidate would only be declared qualified to run if he/she submit his/her SALN. Otherwise, he/she would not be eligible for Presidency.
    3. Must have an experience in other government branches
    Competence and knowledge are one of the key qualities a President must have, wherein both are best observed through experience. A running-President must have at least worked under the two other branches of the government-legislative and judiciary, that will allow them to be an expert in meddling and deciding upon bills best for the masses before its enactment.

    If I were to propose additional qualifications for the presidency in the Philippines, I would suggest the following:
    1. Experience: Presidential candidates should have past experience serving the country (Government). Experience should be Mayor-level or higher positions only.

    Given the chance to amend the constitution, I would add the three following qualifications for the Presidency and Vice-Presidency:
    1) Must have no criminal records
    - A president with no past criminal records would have a more positive reception to the public, as it shows proof that they respect and abide by the laws of the Philippines.
    2) Must be a college degree holder
    - As proof that they have the qualifications to become/ have become experts in their relevant fields.

    - Not only would they already have a vast knowledge of the Philippine laws, but they would also have at least a decade of experience, which will guide them in decision-making.

    1. Experience in government/public service. This ensures that the elected person already possesses some of the skills and capabilities required when assuming the responsibilities of the office.
    2. Educational attainment. Being a degree holder does not prove intelligence or excellence in leadership but it is a physical proof that the elected person has some background knowledge and understanding that can help them in decision making and supporting them in their duties.
    3. Loyalty to the country. The elected person must prove that once he takes seat in the office, that he will do everything in his power to make the country better. This qualification is needed so that we can avoid instances where puppets are planted or people with selfish interests are voted to lead the country. Having loyalty means putting the interests of the country above others.

    If I were given the chance to amend the constitution and add other 3 qualifications for the presidency, I would the add the following:
    1.With a minimum of 2 years' experience as a public leader, effective leadership and interpersonal skills are crucial for elected and appointed officials to work collaboratively and efficiently with colleagues, stakeholders, and the public. Therefore, qualifications may include demonstrated skills in these areas, such as experience in managing teams or public speaking.
    2.I believe that every elected president should be required to complete at least 2 years of mandatory military service, unless they have genuine moral or physical reasons not to. In such cases, they should be able to perform some other form of public service. It's important to note that being a politician should not be considered as "public service."
    3.Applicants must have a minimum of 10 years of experience in one of the three branches of government (Judiciary, Executive, Legislative). This is necessary to assess their capabilities as government officials and to allow for a thorough review of any misconduct during their tenure in public office.

Solid Academic background/Degree Holder - A President with a solid educational background screams power and intelligence in many different ways, in such ways this might be in accordance to how he/she can handle his/her country with confidence, great plans for the future of it, and of course for its people.
    2. Outstanding political knowledge - a Great president would be known to have operated under the law or constitution of his/her country, A leader should be well-aware of the rules he/she implements to her people and should accordingly with it, that is with no abuse of power and position overall.
    3. Great amount of public services records and also a clean slate - this would ensure that the candidates for presidency is more than qualified to handle his/her country with equality, equity, and understanding towards its people.
