Good question. FPGMA has been re-elected (and was allowed to run in 2004 for the presidency) since Article 7 Section 4 states that:
"... No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."
She succeeded Erap in 2001 and has served the unexpired term of the latter (which is less than 4 years since the term is set to expire in 2004). If Gloria had succeeded Erap around 1998-2000, she wouldn't have had the opportunity to run again in 2004.

I propose that the following three qualifications should be logically incorporated into the Philippine Constitution for presidential candidates:
Educational Attainment: Requiring a higher education degree to ensure informed decision-making and understanding of complex issues.
Public Service Experience: Mandating prior experience in government roles to ensure familiarity with public administration and governance.
Ethical Standards: Implementing strict ethical standards and background checks to promote integrity and public trust in leadership.

If I had the opportunity to amend the constitution, I would suggest several changes, including:
1. Introduce a mandate for candidates to undergo a thorough health and fitness examination to verify their physical and mental capability to manage the stresses and demands of the presidency.
2. The candidate must possess a clean record, free of corruption or serious criminal activity. This is essential for upholding the integrity of the position and ensuring public trust.
3. Mandate that candidates have a substantial and successful background in public service, including leading impactful public sector projects and contributing to national development initiatives.
If given the chance to amend the constitution and add 3 other qualifications for the presidency, I would add the following:
1. Completed a bachelor's degree.
I truly believe that whilst we can offer everyone a chance to lead the country, we must still value knowledge and competency. By graduating with a degree, we know that the future president will not only be able to read and write but also has skill to lead the country.
2. No Criminal Record
No thief, no murderer, and no human rights violator allowed! The future president should have a clean record to assure that the citizen's comfort, security, and future will never be compromised.
3. Public Service Experience
The candidate must have an experience in serving for the people and to the people. By having this, the candidate will be able to emphatize to the citizens but will be able to have great knowledge what the citizens specially the marginalize sector are experiencing.

4. Experience in governance, diplomacy, and crisis management.

There are three things I would like to add in the Constitution before a Filipino could be qualified to run for the Presidency:
1. Must be a college graduate
It is honestly and bitterly surprising to learn that an educational requirement is not included for a President's qualification. Hence, I would add that a running-President must be a degree holder and should submit proof of being a college graduate.
2. Must submit SALN
To prevent and ensure that a running-President does not have an unexplained wealth, he/she must have submitted his/her Statement of Assets, Liabilities and Net Worth prior to election. A candidate would only be declared qualified to run if he/she submit his/her SALN. Otherwise, he/she would not be eligible for Presidency.
3. Must have an experience in other government branches
Competence and knowledge are one of the key qualities a President must have, wherein both are best observed through experience. A running-President must have at least worked under the two other branches of the government-legislative and judiciary, that will allow them to be an expert in meddling and deciding upon bills best for the masses before its enactment.

A clean track record- A candidate should have a strong background and clean records to reassure the people. Achievements and a good history show a person’s credibility, reliability, and reputation.
A degree holder- being a degree holder can greatly enhance a candidate's credibility and ability to lead effectively. The knowledge gained from basic to advanced education can be valuable in governance. As every Filipino has the right to education, having a degree in our generation where education is more accessible and available to many, can help a leader govern more effectively and efficiently.
A minimum year of experience in politics here in the Philippines, to serve the country- having some years of political experience is good for a leader in the Philippines because it helps them understand the real-life situations of Filipinos. It enables them to govern effectively for the benefit of the people and stay informed about critical social, economic, and other important issues faced by the country.

- A minimum age requirement of 45 years guarantees maturity and life experience-two things that are essential for good decision-making and leadership.
- At least ten years of experience working in the government or public sector ensures that the candidate is well-versed in how the government operates and has demonstrated a commitment to public service.
- An absence of a criminal record guarantees that the applicant has a background of honesty and reliability, which is essential for a position with such heavy responsibility
If i were given a chance to ammend the constitution i would include:

If I were given the chance to amend the constitution and add other 3 qualifications for the presidency, I would the add the following:
1. Degree holder or with highest educational attainment - Any course will do but if have taken a course related to the position you are applying for is an edge. This will serve as his/her foundation needed for strong decision-making on complex issues in our country.
2. With at least 5 years of experience of being a public servant - Experience is the greatest teacher. We can evaluate the candidate based on his/her past experience or performance if he is doing her duties effectively.
3. Patriotic - meaning with good intentions for the country and people. Should not have a criminal record, someone that is worthy of public trust.
For me, our current qualification of presidency is very low. Popular people like actors and bloggers dominates the candidacy most of the time than those who are really concern and has a love for the country.
If I will given the chance to amend the constitution and add 3 other qualifications for the presidency, i would definitely add the following:
1. Must have a higher education attainment. As the highest leader, the president serves as a role model. Having a higher educational attainment sets a positive example, emphasizing the importance of education and lifelong learning to the citizens.
2. Has experience in Public Service. A candidate must have at least ten years of experience in public service or government roles. This could include positions such as senator, congressman, governor, or mayor, giving them practical experience in leadership and administration.
3. Has a clear criminal record. This means that a candidate has no record with convictions for serious crimes such as corruption, abuse of power, or any violent offenses. It just shows that there's an integrity and trustworthiness on the presidential candidate.
If given the opportunity to amend the constitution, the following qualifications should be added for presidential candidates:
1. The candidate must come from a family with no proven history of illegal activities or political misconduct, particularly corruption.
2. The candidate must have at least 8 years of active service in Philippine politics.
3. The candidate must have successfully completed or be overseeing at least ten projects that are operational and effective within the Philippines.
These qualifications may not provide absolute certainty about the future of the Philippines, but they ensure that the country is under competent administration, improving living conditions and boosting citizens' confidence in the nation's future.

If were given the chance to amend the Constitution and add 3 more qualifications for the presidency, I would suggest the following:
1. A presidential candidate should have a strong educational background. They should be required to have a minimum of a bachelor’s degree in political science, law, economics, or any related field.
2. A presidential candidate should have at least 10 years of experience in a government role like being a governor or senator. This is to ensure the public that they have a full understanding of governmental processes and leadership responsibilities.
3. A presidential candidate should have no conflicts of interest. They should also be financially transparent. They should have a full disclosure of their personal and family records, including tax returns, and a commitment to divest from any business interests that could pose a conflict of interest.

1. Have a college degree (Political Science or something similar) - this shows that the future leader of the country is competent in his works.
2. No criminal records - this serves as the country's symbol for integrity
3. Mentally healthy - this ensures that the future leader is fit to handle their job and is well prepared for the pressure they will receive.
