"... No person who has succeeded as President and has served as such for more than four years shall be qualified for election to the same office at any time."
She succeeded Erap in 2001 and has served the unexpired term of the latter (which is less than 4 years since the term is set to expire in 2004). If Gloria had succeeded Erap around 1998-2000, she wouldn't have had the opportunity to run again in 2004.

These qualifications collectively aim to ensure that future Presidents not only possess the necessary skills and ethical standards but also prioritize the unification and effective governance of the Philippines.
If given the chance to amend the Philippine Constitution, I would like to add the following qualifications for the presidency:
College Degree Holder - The candidate should have a college degree. It will be advantageous if the candidate has a degree related to public service and has graduated from a respectable and recognized university. This certifies that the candidate has the necessary skills and knowledge to lead the country and its people effectively.
Experience in Public Service - The candidate should have at least 15 years of experience in public service. However, while a degree is helpful, experience is also a must for the candidate. Experience provides hands-on knowledge that can’t be fully learned in a classroom. This will show how the candidate will apply his learning to solve real-world problems effectively and efficiently.
Clean Record - A clean record shows that the candidate is responsible and trustworthy. It also shows that the candidate can lead the country fairly and honestly.
1.) Executive Leadership: Having executive experience in the public or private sectors would show a candidate's capacity to oversee sizable teams and make difficult choices.
2.) Global Fluency: Defending national interests in a complicated global environment requires experience and understanding of foreign policy and international relations.
3.) Public Service Commitment: Would prioritize the public good and have a better understanding of the interests of the people they serve if they had a track record of public service, either through elected office or advocacy work.
If I were to propose amendments to the constitution, I would suggest the following criteria:
1. Government Experience:
Having substantial experience in government roles would ensure a deep understanding of administration and governance, reflecting a commitment to public service.
2. Educational Qualifications:
Requiring a minimum level of education would ensure that candidates possess a strong foundation in relevant fields such as law, economics, or public administration.
3. Financial and Ethical Transparency:
Implementing strict transparency measures would demonstrate integrity and competence, reducing corruption risks and maintaining public trust, thereby prioritizing the welfare of Filipino citizens.
If given the chance to amend the constitution and add three additional qualifications for the presidency, I would consider the following:
1. Leadership Experience - Candidates must have had significant leadership roles in government, business, non-profits, or other areas to show they can lead big organization.
2. Health Check - Implement a requirement for candidates to pass a comprehensive health and fitness examination to ensure they are physically and mentally capable of handling the stresses and demands of the presidency.
3. Financial Transparency - Candidates must reveal their financial status, including family assets, and provide tax returns for several years to promote honesty and prevent conflicts of interest.
If there's a chance to amend the constitution and add 3 other qualifications for the presidency, para po sa akin dapat pong idagdag ang mga sumusunod:
1.Should have atleast a degree and have a multiple professional experience sa mga sectors gaya ng business,public service and non-profit organizations. Para aware and makagawa ang candidate ng mga mas malapit and hope effective na solutions sa mga issues sa society and government since na experience and kita n'ya mismo sa sarili nyang mga mata.
2.Kayang mag close ng deals,international diplomacy and relations. Para effectively ma-represent and navigate ng Presidente ng Pilipinas ang mga problems sa international affairs same as sa pagpapalago ng ating ekonomiya sa pamamagitan ng pakikipagkalakalan which we gain in building relations with other country.
3.A candidate for Presidency should have a record or proof that she/he has a commitment to Ethical Leadership and Integrity. Para narin for transparency nya sa mga business dealings, public service, and personal conduct na ginawa nya throughout sa kaniyang career. For me kase if you uphold high ethical standards parang mas maipapakita po yung ilan sa pinaka mahalagang characteristic ng isang candidiate( according in our previous lesson ) like yung trustworthiness and accountability, for me it’s a sign that a candidate can lead a high position like President .
If I had the opportunity to amend the constitution, I would suggest several changes, including:
1. Introduce a mandate for candidates to undergo a thorough health and fitness examination to verify their physical and mental capability to manage the stresses and demands of the presidency.
2. The candidate must possess a clean record, free of corruption or serious criminal activity. This is essential for upholding the integrity of the position and ensuring public trust.
3. Mandate that candidates have a substantial and successful background in public service, including leading impactful public sector projects and contributing to national development initiatives.
1. Knows how to represent everyone
It's important for our leaders to understand and represent the diverse perspectives and experiences of our population. Maybe we could encourage candidates to demonstrate a commitment to diversity and inclusion, whether it's through their policies, their team, or their outreach efforts. That way, we can ensure that everyone's voices are heard and respected.
2. Prior Experience in Government
When voters see a candidate with this kind of experience, they can feel more confident that the person knows what they're doing and is ready to take on the responsibilities of being president or vice president. When someone has this kind of experience, it helps them understand how government works from the inside. They get to see how decisions are made, how different parts of government interact, and what kinds of challenges leaders face. It's like getting hands-on training in how to lead effectively.
3. Vision and Leadership Qualities
Candidates could be evaluated based on their vision for the country and their leadership qualities. This could involve assessing their ability to inspire others, build consensus, and make tough decisions in the face of challenges. Leaders with a clear vision and strong leadership skills are better equipped to steer the country towards progress and prosperity.
If I were given a chance to amend the constitution and give 3 additional qualifications for the Presidency and Vice Presidency, it'd be the following:
1. Has a degree in college. Attaining an education must be one of the basic abilities a President / Vice President must possess. Leading a full country requires a lot of effort and should have a full understanding in different circumstances. I believe that having an educational background helps a lot because it enhances people's capability to make a better solution and decision.
2. Has a full knowledge and understanding of the law. The existence of law stabilized our country in so many ways. Having a leader who knows our laws the best would help them use their power in the best way possible.
3. Lastly, I just really hope that those who'd run for President and Vice President have their full heart in serving and would always want to achieve the betterment of the country.

If I were given a chance to add three more to the qualifications for both the presidency and vice presidency, it would be,

2.A minimum of 10 years of public service experience in a leadership capacity.
3.A track record of promoting transparency and accountability in governance, including experience in implementing anti-corruption measures and fostering public trust.
1. Bachelor's Degree in Relevant Field: Ensuring a basic level of educational qualification ensures candidates have the necessary knowledge and understanding of the complexities of governance.
2. Financial Transparency: Requiring candidates to disclose their financial records promotes accountability and reduces the risk of corruption, fostering trust between leaders and citizens.
3. Prior Government Experience: Having prior experience in government positions provides candidates with practical understanding and skills necessary to effectively lead and serve the nation.
Here are additional qualifications to consider:
1. Age Range:While there is already a minimum age requirement (35 in the U.S.), consider setting an upper age limit, such as 70, to ensure that candidates are in a robust phase of their lives to handle the demanding nature of the presidency.
2. Crisis Management Experience:Require proven experience in managing large-scale crises, whether in government, military, business, or non-profit sectors. This ensures that the candidate has demonstrated capability in handling high-pressure situations effectively.
3. Cultural Competency: Require the candidate to demonstrate a deep understanding and appreciation of the country's diverse cultures and communities, possibly through specific coursework or relevant professional experience. This promotes a more inclusive and representative leadership.
These additional qualifications aim to create a well-rounded, capable, and ethical pool of presidential candidates, enhancing the overall quality of leadership.
If given the oppurtunity to amend the constitution, I would propose ,
Diplomatic skills - a president should be good at dealing with other countries ,keeping peace and making strong alliances.
Crisis Management - a president needs to stay calm ,make quicl decisions, and lead effectively during emergencies.
Visionary Leadership - a president should have a clear vision for the future and inspire people to work towards long -term goals.

If given the chance to amend the constitution and add 3 other qualifications for the presidency, I will suggest the following:
1.Must not have criminal records. Meaning not being accused of anything, even controversies and certainly not proven guilty in court. Not even a member of their family must be accused.
2.Must be a graduate of economics and political science. Yes, must have both. And must prove it, or have the alma matter confirm it.
3.Must be a Philippine citizen (personally I wouldn’t mind if that politician holds dual-citizenship but because of the laws in this country, we cannot just force anyone to renounce)
1. Must have a college degree related to politics or other relevant field
- This will ensure that the candidate will have a foundation to understand the complex nature of economics, politics, and other important fields for successful leadership. This will also ensure that they can analyze complicated problems, consider different perspectives, and make appropriate decisions that promote the betterment of the country.
2. Must have service experience in the government or in public
-Public service experience must be considered as they are more able to understand political affiliations, international connections, and political dynamics if they have demonstrated history of significant contributions to public service.
3. Ethical and Financial Transparency
- Promoting trust in the government and discouraging corruption require transparency and integrity. Candidates are obligated to maintain the highest ethical standards throughout their term in office and declare all of their financial assets and liabilities.
If I will given the chance to amend the constitution and add 3 other qualifications for the presidency, i would definitely add the following:
1. Must have a higher education attainment. As the highest leader, the president serves as a role model. Having a higher educational attainment sets a positive example, emphasizing the importance of education and lifelong learning to the citizens.
2. Has experience in Public Service. A candidate must have at least ten years of experience in public service or government roles. This could include positions such as senator, congressman, governor, or mayor, giving them practical experience in leadership and administration.
3. Has a clear criminal record. This means that a candidate has no record with convictions for serious crimes such as corruption, abuse of power, or any violent offenses. It just shows that there's an integrity and trustworthiness on the presidential candidate.
If given the chance to amend the constitution, the following are the three (3) other qualifications for the presidency I would add:
1. PhD Holder in Relevant Field
-Requiring the President of the Philippines to hold a Ph.D. could have several potential benefits that emphasize the importance of advanced education and expertise such as research and innovation skills, advanced knowledge, and critical thinking, and also it promotes meritocracy.
2. Free from any criminal record
-Requiring a clean criminal record for the presidency ensures that the country's leader upholds high ethical standards, commands public trust, and is committed to serving the nation with integrity.
3. Public Service Experience
-Requiring at least 6 years of experience in public service ensures familiarity or a solid understanding of government operations and public administration.
With these three additions to presidential qualifications, the Philippines can have leaders who are highly educated, honest, and experienced in government.
If I were given the opportunity to amend the constitution, I would suggest:
- Degree Holder
- The candidate must have a clean record, free of corruption or any criminal activity.
- Successful background in public service

No criminal records - Having no criminal records is essential for candidates running for the presidency and vice presidency because it helps uphold the integrity and credibility of the nation's highest offices. To ensures that those entrusted with leading the country have demonstrated respect for the law and possess the moral character necessary to fulfill their duties responsibly.
3. Good in decision-making - It is crucial because the decisions made by these leaders directly impact the lives of people in the country, shaping policies, economies, and societies. It ensures that candidates have the ability to consider the welfare of the population and make choices that benefit the nation as a whole.
1. Proven Leadership Experience: Require candidates to have a significant track record of leadership in government, business, or public service, demonstrating their ability to effectively lead and manage large organizations.
2. Ethical Standards and Transparency: Mandate candidates to have a demonstrated commitment to ethical conduct and transparency in their professional and personal lives, ensuring they uphold the highest standards of integrity.
3. Understanding of Global Affairs: Require candidates to possess a deep understanding of international relations and global affairs, including knowledge of geopolitical issues, diplomacy, and international trade, to effectively represent the country on the global stage.
If given the opportunity to amend the constitution and produce 3 additional requirements for presidential candidates, I would propose the following:
1. Educational Credentials: It must be mandatory for those who will run as President to hold at least a bachelor's degree from a recognized institution. This stipulation ensures and shows a minimum level of academic attainment, essential for effective leadership.
2. Leadership Experience: Candidates must practice or has a minimum of 10 years of leadership experience in public, private, or non-profit sectors. This requirement assures people that they truly possess proven skills in decision-making, strategic planning, and organizational management.
3. Ethical Integrity: The candidates for President must have a documented and transparent history of ethical behavior, including financial transparency and adherence to legal and ethical standards. This is important for maintaining public trust and upholding the integrity of the presidential office.
If given the chance to amend the constitution and add 3 other qualifications for the presidency, my additional qualifications would be:
1. Educational Attainment - A presidential candidate should atleast have the highest educational attainment of a college degree or higher so that he/she can lead the country with enough academic knowledge that he/she will apply in his administration.
2. Leadership Experience - A presidential candidate should have a leadership experience so that he/she has an idea on how to lead his/her country well.
3. Free from Criminal Record - A presidential candidate should be a role model on its constituents thus, he/she must be free from criminal record.
If given the chance to amend the constitution and add 3 other qualifications for the presidency, here are the additional qualifications for the presidency:
1. The candidate should at least complete a bachelor's degree, which could determine his/her level of competency and knowledge to understand and analyze complex situations.
2. The candidate should already exposed to public services and have successfully initiated projects that help the people and the communities.
3. The candidate should be globally aware and have a comprehensive understanding and knowledge of global issues, international relations, and diplomacy.
If I were given a chance to amend the constitution this will be my three additional qualifications. First is having experience on leadership, a clean record , and last but not the least is a college degree.
The main reason for that is to have a better candidacy and also a good servant leader that is ready to serve the country and give us the right to have a good leader in the country. No criminal record is a big deal for us since it is the building block of our trust to the candidate if he/she is qualified to run as the President. Experience of leadership also play a crucial part since this will be the proof that they can really lead the country.
There are three things I would like to add in the Constitution before a Filipino could be qualified to run for the Presidency:
1. Must be a college graduate
It is honestly and bitterly surprising to learn that an educational requirement is not included for a President's qualification. Hence, I would add that a running-President must be a degree holder and should submit proof of being a college graduate.
2. Must submit SALN
To prevent and ensure that a running-President does not have an unexplained wealth, he/she must have submitted his/her Statement of Assets, Liabilities and Net Worth prior to election. A candidate would only be declared qualified to run if he/she submit his/her SALN. Otherwise, he/she would not be eligible for Presidency.
3. Must have an experience in other government branches
Competence and knowledge are one of the key qualities a President must have, wherein both are best observed through experience. A running-President must have at least worked under the two other branches of the government-legislative and judiciary, that will allow them to be an expert in meddling and deciding upon bills best for the masses before its enactment.

This aims to ensure that candidates have a strong ethical foundation and a commitment to serving the public which is essential for maintaining effective governance.
If given the chance to amend the Constitution and add three additional qualifications for the presidency, I would propose the following:
1. Candidates for the presidency must have prior experience serving in a high-level government position, such as governor, senator, or cabinet member. This experience would provide candidates with a deep understanding of how government functions and prepare them for the immense responsibilities of leading our nation.
2. Candidates should be required to pass a comprehensive exam on constitutional law and political theory. This exam would test their knowledge of fundamental principles of democracy and ensure that they have a strong understanding of the legal framework within which they will be operating.
3. Candidates must demonstrate strong ethical character and integrity. This could be assessed through an extensive background check and interviews with colleagues, friends, and family members. The presidency is a position of great power and influence, and it is crucial that those who hold this office are trustworthy and morally upright.
