Dimming levels are mostly measured in percentages of measured light. Measured by a lux meter, by a device. But you can also look at dimming levels or light levels measured in perceived light. Perceived light is how it is seen by the human eye. Difference between these two methods is because the human eye is not a linear organ - it’s a logarithmic organ. The human eye is extremely sensitive for low light levels. When the moon is waxing or waning crescent and there’s just a tiny bit of moonlight, one can still see very well. The pupil of the human eye increases to be able to receive that tiny bit of light.
