Near the end of the song you can see the limo plate "Muff Daddy" (clearly joking with Puff Daddy). Also at the Time Ali-G character was the #01 most watched show on TV in UK (played by Sacha Baron Cohen) so he being in the video was quite a big thing at the time.

It also tapped into that lesbian chic vibe that was popular in the 90s and early 00s. The driver as others have said is Sasha Baron Cohen’s Ali G character. I get he’s also mocking certain types of people but to me he’s just as annoying as the people he’s mocking, so I don’t find him particularly funny.
