Sorry, but I don’t understand your question quite well. If you say about the 12th row, there 40 sc (1 sc in each loop) and then 4 decreases, so we have 44 loops in the end of the round
Maybe you mean the previous part of the tutorial. I wrote «4: 12+6+4+6+12+6+4+6 sc» to explain in this way why we make exactly this amount of sc «4: 12 side +6 paw +4 front +6 paw +12 side +6 paw +4 back +6 paw» It helps beginners not to get confused in calculations
It’s to make more clear what part of the pattern you’re crocheting into, ie when you’re making the multiple single crochets into the ends of the body to get the rounded shape
