Its kinda just a meme build, and he's not really even running it optimally. The armor from Urn/Vessel adds damage to the DoT (W). From there the Urn/Vessel act as a second DoT themselves. Where he kinda goes wrong* is your supposed to go Call Out facet, buy Urn -> Blink* -> Veil of Discord -> Vessel -> Shard (buy phases or travels when you feel you need it, note that phases give armor and therefore more DoT). You Cast W on repeat and Vessel and Veil on when they have 2 W stacks (once you have shard), slow from the W so they cant out pace you, and then when they are low you blink ult them. Point is to play like a caster and rely on getting people low then blinking on them to start stacking armor and therefore more dot damage. Vessel does current hp dmg and gives armor, Veil reduce magic res and gives armor, shard lets you stack 3 Ws (Two casted normally and then one when you blink on them and Q). Max W, go 2 points in E to farm, and then Max Q. Maxing Q over E gives you more DoT dmg for the time they are taunted and have 2 Ws stacked on them. Talents from 10-25 goes left left right left. This is the real meme build, and its been around for a while now, just not really that great in a scenario where its late game and its not hard for someone to 1-2 shot a creep when you get your Ws on them, even if they are in the jungle.
