I think it's because men are seen as more physically aggressive, so when that agression is applied to sexual pursuits, it's more disturbing. Women are not considered to be as threatening as men, though they are certainly just as capable of being so.
I think that's why Femineta comes across more as a boy crazy genki girl, whereas canon mineta is considered, even by characters in universe, the scum of the earth.

i think the reason people like this one more is because she's not PHYSICALLY going after the boys she's just making herself sexual and saying things which still isn't good when they aren't interested, but still better than the original. So, as someone who actually kind of likes mineta I'd like to give my two cents on this whole gender bender thing....
First, let's not fool ourselves it IS sexist to say that if a boy does something perverted he is a monster while if a girl does it's OK. That said, in defense of those that hate male mineta but find female mineta endearing, these comics are a really poor rappresentation of what mineta would be like as a girl, the character lacks some of the creepier aspects of the original that put off so many people in the first place, also the way she is presented is important too, probably half of those that find her endearing and cute do so because she IS drawn as such, her poses, her line, her design, all communicates " look she's so cute and mischievous".
A character that could give you roughly an idea of what female mineta would actually act like would probably be Kuroko Shirai from "to aru kagaku no railgun " or Saten Ruiko from the same anime (both of these characters are pretty good by the way).
Making Mineta a girl makes me think of the design as kinda cute instead of... Weird.
However if her personality stays the same she would be the *worst female character ever* lmfao
