Ideally these people should focus on learning how to get clients for your self. instead they get dependent on big companies for clients and then when pressure increases, they also face penalties. but if they focus on learning how to get clients for yourself, then they can choose their working hours, number of clients per day and no penalties.

Yeh ID block wala bakwas is bad… I understand you need to cultivate good employees, but these targets n actions are waaaaay too unrealistic n high.
4.6 Rating as a limiter is awful… usko 3.5 banao, then it makes more sense.
Do a temp block for a few days first, and if the situation persists, then warn the partner and later permanently block him/her..
Give them reasonable targets!
