Bro, I'm so glad I'm not the only one who experienced the spell glitch in the area of the game where you're going to Hagrid's Hut. That always made me laugh because I could constantly cast Flipendo without the symbol.

It does! It's the Restricted Section of Library, this game's stealth section. Definitely my most memorable and favourite part of the game! Technically, there ARE other sections where you jump around on bookcases, such as the early tutorial, but the Restricted Library is the most notable, so I assume you're thinking of that.
There were multiple versions for this and subsequent adaptations. If I'm recalling correctly, you had different versions for PC, PS1, Game Boy Colour, Game Boy Advance and Home Consoles (this last one coming a few years later and being shared between each console of the time, like the PS2 and GameCube).
