After the Cat Miraculous was reconstructed, it appeared on Monarch's finger, as that's where it was when it was destroyed, so Ladybug needed to make it a priority to get it. It was only when she took the Cat Miraculous that she noted that Monarch had reconfigured the Miraculous into rings. That by itself was a tremendous shock for her. Before she could react and shake off the shock, Monarch was able to repel her and escape, so this wasn't her fault for missing the chance to get the Miraculous. And even if she got the Miraculous, you have to consider that some of them didn't have the kwamis at the time, so the poor creatures would still be captured by Monarch. Not to mention that the Miraculous don't work as they used to, so Marinette wouldn't even be able to use their powers.
