It sounds like he's just had trouble landing fights. He wanted Ugas before and after the Spence fight but Ugas wisely went the bigger Spence fight. He wanted Stanionis after that, but the fight fell through. He also tried to fight Spence with the WBC mandatoey, but, again Spence fought Crawford instead which again made more sense.
