There's very bright objects in the foreground and half of the image is taken up with the bright earth in the background. For those things to be properly exposed then tiny dots of light in the background will not be captured. Go look at some photos taken at night in brightly lit sports stadiums. The sky is always jet black for the same reason.

Fortunately there's a really good photographer on board the ISS right now, Don Pettit, so we're getting plenty of good long exposure shots of the milky way from there. A simpler way of understanding why there are no stars is to think about why you can't see stars during the day. Because it's too bright. Why would space be an exception?

It was filmed at Feiteng Film and Television City in China. It's the same as the video of the moon landing filmed in Hollywood.😅😅😅
