Pakistani Punjabi and Indian Punjabi languages can also be considered different language due to difference in written script, it is just a matter of formal declaration just like in case of Urdu and Hindi. For example Serbian, Bosnian and Croatian are linguistically speaking same language yet they are considered different languages by their speakers and they even had bloody war with one another in Yugoslavia of early 1990s. They rightly say that a language is a dialect whose people have the strongest military power compared to people speaking other dialects of that same language.
Ever wondered why we have a Punjabi saying in our Gujranwala Sialkot area which says "Sochi peya te banda geya" (the one who thinks too much is a goner or a mad man prone to die). That single saying tells everything about the historically non-intellectual nature of Punjab society, our ancestors basically hated too much thinking but without thinking you cannot really produce anything intellectual or philosophical hence the undeveloped nature of our language which historically never produced anything of intellectual value except some poetry here and there by our Sufi poets if you remove the contribution of Sufi poets in Punjabi language there is nothing left. Also the main reason why Punjabi is not a very well developed language compared to many other languages is the historical nature of Punjab society which has basically always been an agriculturist society due to the abundance of fertile land, here in this society the farmers and agriculturists were center and the most respectful and prominent section of society, the ones who plowed the fields and took care of cattle, that was our ancestors' ideal lifestyle. We never liked people who were too "intelligent" or were philosophers or intellectuals and the result is the lack of linguistic development and achievements of Punjabi language compared to the languages of other regions where philosophers and intellectuals were honored far more than the farmers often because those regions didn't have too much fertile land. For example Persian language from our neighboring region is highly developed because Persian society always honored their intellectuals and philosophers far more than their farmers. And it is always philosophers and intellectuals who play the central role in the development of any language by producing high quality literary work about all types of topics such as science, medicine, logic, mathematics, history, sociology, philosophy etc. Do you know who Mahmud Ghaznavi honored the most, not some comedian or bhands but rather philosophers of Persian heritage like Firdousi or a scientist like Al-Beruni. And who do our rulers patronize, not some scientists or intellectuals but rather jahil bhands who can flutter and entertain them.
Well URDU was created by British as a official language to divide Indian, the official policy of British was divide and rule, before British Punjabi and farsi was taught in Punjab. Pakistan was not created by Muslim but by British.
