With this kind of ambiguity it's best to assume self deprecation, it's more Japanese-like.
The sentence means 'suck at games' and could mean suck at making them or playing them (it's about skill/ability: (下)low (手)hand/technique/ability), but it's so overwhelmingly common to use this to say 'I(you) suck at games' that she would have had to go out of her way to add more clues for anyone to interpret it as 'this game sucks', or more likely she would have used a totally different phrase.
