They took less air, yes, but quickly stopped working and didn't tune well. It's better to go with a well-made reed (I'm not particular about the part of the world, though am not aware of a quality reed manufacturer in Pakistan, but if someone does, please let me know).
The few Pakistani pipes I've tried that could "play" (and I use that term lightly) needed very easy reeds. The Scottish highland pipes will likely be harder to blow, even with easy reeds, but will likely have much more volume.
