I waited out a huge electrical storm in the temple on top with some German tourists and then we came back down the stairs. No one made a fuss. What did this woman do that was disrespectful, besides climb it? Is there a sign or barrier now telling people not to climb it and she did so anyway? That sounds more like an insurance issue and a careless tourist than an act of cultural or religious disrespect.
