the safeguard was deployed. not the one that kills the entire silo just the one that stops a group from leaving and possibly threatening another silo. there are different levels of safeguards. for people who find out stuff they shouldn't it's the memory drug. for those who want to go out there's the toxin sprayed on them before they leave the airlock for "cleaning". and in the event of an entire silo going off the rails and tossing out the pact and order and trying to be independent and maybe gearing up to attack another silo through the tunnels there's the big one that kills everything in there. the reason 17 hasn't had any contact is probably until Jules because they weren't a threat. Jules coming back out and returning to 18 should get their attention though.
The algorithm is the thing that triggers the safeguard. I think that because Silo 17 put a cap on the pipe of poison that the safeguard activated? then somehow that also did something where the algorithm either was deactivated as well, or the algorithm simply chose to leave or it got shut down once they did that, or the people behind it just chose to withdraw from the silo.
But the silo wasn’t flooded all the way to the top, I honestly think it flooded because the lack of maintenance due to everyone being dead for over 20 years.

I want to know the sequence of events because in most clips the sheriff was leading the charge outside. If he was hit with the dust he wouldn’t make it back to the IT door. Also there is no reason for them to want to open the IT door if the goal is to get out….. it kinda doesn’t make sense.
A lot to ponder and some solid comments here already. My thought was that the air outside was breathable, non-toxic, but everyone could see they were now in a seemingly endless wasteland. So, they were outside but stayed relatively close to their own silo. Then those in Silo One sprayed those outside with the toxic dust. A few, including the Sheriff were able to make it back inside... My two cents.
Yes, in one of the last few episodes of season two Bernard says to Lucas that silo 17 has been out of commission for a long time. I’m pretty sure it’s when they’re in the vault in the library.

I think Solo was raised by the algorithm. The IT department has power so why not communication. Also, I don’t think he was self educated. He is child like but still very smart. He played the piano. Also children will go wild without supervision. The show is excellent even though it is full of plot holes. That makes it great though because it is entertaining without apologies.
