It's pretty ignorant to say that Ozy is the same as Quetz but "better in every way", that's is simply not true.
I would advice you to give them a deeper look, you'll start to see clear differences in how they work and their own unique additions to team composition.
longterm Quetz even has a better buff like next month with her starbomb, which is better than the buffs ozy gets later too

Ozy spooked me while I was Summoning Spishtar. Should I raise him? I have around 800M QP left from last lotto
Ozy is great, but he doesn't really get super strong until his two rank ups later this year. There are plenty of powerful options for single target damage against casters, so unless you either really need that niche or you love Ozy, you don't have to rush raising him.

I use Mandricardo or Ushiwaka for ST and killing bosses. Ozy is good as a Hybrid servant. He also crit very hard. He can boost and has team-wide battery. As a pure DPS, raising him may not be a priority due to his NP damage is simply good if you only have him NP1. But other than that, he's worth raising as a second DPS/Support.

What's your support? I have him in NA and he's only NP1. He did crit very hard, but I couldn't beat Demeter with him as DPS. It may be me who use him wrongly, but that's my experience. Oh, and I don't have Black Grail for reference.
While in JP, I don't have him. So, I can't say much. I just did braindead move with Ibukizerker + DCS + Black Grail for everything since I started playing JP in 7th anniversary.
