He lacks the finesse and skills at planning the Joker has (though Trevor certainly comes up with crazy schemes, he fails to scope out the site and often doesn't plan ahead). He also posesses some positive traits and is loyal to friends, something the Joker doesn't posess. Trevor isn't as bad as the Joker, but he is the most Joker-like character in the Grand Theft Auto series.

Trevor is definitely GTA personified. The writers HAD to have all sat and thought "What if we took the style most people play the GTA games and made it into an actual character?" And Trevor was born.
Ironically, I never play GTA like how most people play GTA. I just roleplay for immersion and so Niko does what Niko does, and Michael does what Michael does. Most of the time I even follow traffic rules. Trevor's the only time I actually feel that there's a 'legal' way to engage in carnage, and I quite like it.

The theory is.. he was created to show the true chaos/anarchy that gta 1 showed. Like claude has no true backstory.. lacking emotional storyline like niko and Michael and c.j which in my opinion Michael and c.j and niko had more understanding to their origin
