What is the reason for leveling the 1 instead of the 2?

If u use your 1 and hit someone you proc some tick damage, upgrading your 1 gives you bigger tick damage. With your 2 you almost never get more than like 3 hits in. And im pretty sure the overall damage of the 1 is higher + having a lower cooldown on your invis is always good.
