Okay but, if I tell you that the real person on whom this movie is based, only got promoted after this movie's success, you will understand what an illusion this whole system is. They've been dangling this carrot infront of Indian students for decades, just to earn money from the exam fees.

Bhai... He is IGP in CISF. That's the third highest rank in Police Force. I'm pretty sure this wasn't his first promotion and/or because he was the one movie is based on. There are a lot of other factors involved.
