This is not the highest level encounter anymore. The highest level encounter is the new dungeon Kayangel at Hard Mode 3 difficulty: 1580 ilvl req. - which isn't the most difficult encounter, though. This is Abrelshud Legion Raid Normal Phase 5/6: 1520 ilvl req. Which is currently the 2nd or 3rd most difficult encounter that isn't Hell Mode (competing with Kakul Saydon Legion Raid, 1475 ilvl req) Since then, Abrelshud Legion Raid Hard Mode was also released: Phase 5/6 1560 ilvl req. This is currently the most difficult "non-Hell Mode" content. The most difficult content overall, though, are the Legion Raids in Hell Mode (equalised gear, harder additional mechanics etc). Abrelshud Raid Hell Mode hasn't been released yet (probably will be the most difficult encounter when it does). Currently most difficult encounter is Kakul Saydon Legion Raid Hell Mode - followed by the other Legion Raid Hell Modes that are out (Vykas and Valtan)
