Nope...it's the electrolysis of h2o...it's due to something called preferential discharge at the electrodes..hydrogen is much lower in the electrochemical series...it is discharged instead of na+ cation...the main point of using nacl is that it allows the hydrogen to be discharged.....also the cl- anion is not discharged whereas the oh- anion is...again due to preferential discharge... therefore hydrogen is released at the cathode...I think this answers your doubt

I did this type of experiment in class 6. Instead of pencil I used carbon rod and zinc strip (both taken out from old battery). I got chlorine gas that I diluted it in another beaker filled with water and got HCIO( pale yellow solution). In the experimental beaker was mixture of NaOH+NaCl

The thing is that in a brine solution concentration of nacl is very high In this it's not enough for all oxygen to be used to make NaOH. So chloroalkali process won't happen
At Anode oxidation happens and the chloride ion from NaCl give its electron to Anode acquiring a zero charge and concert to chlorine gas. At Cathode reduction happens and the hydrogen ion from water takes electron and gets neutral and combine with other neutral hydrogen to make hydrogen gas and thus liberated. Remember oxidation is the loss of electrons ( 2Cl- --> Cl2 gas ). Reduction is the gain of electrons ( 2H+ --> H2 gas). The reaction can be written as: 2Cl- + 2H+ --> Cl2 + H2. 😉
