That's actually a misconception. Biden did that deliberately. When he said, "End of quote," he was finishing a quote he was reading. And when he said, "Repeat the line," he meant, "Let me repeat the line." To be clear, I'm not a fan of Biden personally, but the teleprompter incident was taken out of context.
