You can air layer those limbs and grow a new tree when you cut it off in late fall.
Leaving stubs after removing strong branches is the worst, because they don't heal. They are not experts in fruit tree pruning.
You are not going to believe me but I agree with your big cuts and would of shorten the thin branches a good bit as well. I have no practical experience im only an arm chair fruit tree oruner
