Considering Obi's job and Zen's position, of course Obi would do more because he was employed to protect her.. I won't deny that there is chemistry when the two are interacting considering they are both from humble backgrounds and spends more time together than Zen who is a prince.. Shirayuki and Zen aren't really knowledgable in the way of romance unlike Obi.. I also would like Obi to have someone but it's impossible to be Shirayuki as she is so dedicated to Zen.. I think Obi started falling for Shirayuki at that time when the bird-messenger is being tested.. Shirayuki really shined with her dedication to protect Zen..

Yes Obi deserves to be loved as well, but Shirayuki is just not the one for him. It's not like he was being lead on and given false hopes by her. He knew from the start that she and Zen have feelings for each other.
Obi may also be a candidate for Shirayuki's love (though we all know she gets with Zen) I still cherish how respectful he is about how he feels about her.
Manga Spoilers Ahead!
In the manga there is a scene where Obi talks to Zen after being assigned to protect Shirayuki. He tells Zen of his feelings for her and tells him that if he wants him to back up he will. Zen instead of telling him to leave says that he trusts Obi to continue protecting Shirayuki and that he knows Obi wouldn't do anything Shirayuki doesn't want.
I love how they can all still be friends and that their truet is rooted deeper than a love they shared. It's rare to see that nowadays.
