I believe the purpose of the song, was to show the bond between Sonic and Tails as they work together to stop Robotnik's plan. This stage does take place in the sky after all (hence the name), so the calm song was more than likely intentional and entirely fitting, as far as I'm concerned. Just my two cents, but it's what I think.

I'd like to point out that at 0:22 , the melody changes into a christmas song. Like in Ristar, where the snow level uses the same melody for the song's beginning. There is also a concept art for a snow level in Sonic 2, Its just very blurry, i think it was from something about Sonic & Knuckles, in one clip you can see what appears to be concept art from Sonic 2. And in there is the concept art for the snow level. Maybe the music for Sky Chase Zone was meant for the cut snow level? If someone could find that Sonic & Knuckles video i would greatly appreciate it.
I'd always imagined that an act 2 of this zone would be where Sonic and Tails have managed to catch up to the Wing Fortress, but in an attempt to get them off of his trail Robotnik flies through storm clouds. Now you need to avoid the electrical surges in the clouds and be careful with areas that are really windy. At the end of the act, the duo catch back up to Wing Fortress and it plays out the same as it normally does; the Tornado is shot down and sonic must confront Robotnik in the flying battleship...
Alternatively, the Tornado could get struck by lightning. And Sonic could probably have to deal with the storm as he climbs around the Wing Fortress, having to dodge fires caused by lightning strikes (and the strikes themselves).
I was preparing to do a transcription of the soundtrack. I was editing the waveforms to only play everything once, but when I got to this track, I had to go back to see if any other tracks have minor changes on repeats. I think its the only stage with a fixed play time, so it might be a reason for the anomaly.
This zone fits the story well! After the 3 act metropolis you finally get to the tornado (the plane)and heading to the death egg but you got close to wing fortress and Eggman noticed it then the plane got doomed then sonic was the only one so he beats docter Eggman and tails comes back and sonic flys in space to head to the death egg and defeats the robot! Really good story!
Oh my. This masterpiece is great, so peaceful. It's a shame all you hear *PEW PEW PEW* and *LOUD GRINDING NOISE OF PROPELLERS ON THE WING FORTRESS*. This song doesn't have a bass but I forgive as I'd listen to this on a plane.

I'd really love to, and I probably will at some point, but it's going to involve immensely more work as the sound driver for that game is dynamic. The same instrument will fly around all the channels depending on the point of the music. It's doable, but very time consuming

@@majman446 thats fine, though my initial comment shows i was aware of Carpathia's usage of foobar, ive watched his initial guide prior to making that 2 year old comment and had an extra question to ask after watching said video Even went further to supplement what i learned from his video and do research on my own to see if i could find the answer myself, hence me mentioning in the initial comment whether or not he also uses SidWiz in combination with Foobar in order to show the multiple channels at once --basically i wanted some extra detail back then
