It applies as much to the people back then as it does now. Although it could've been thought up by Socrates instead, you never really know with the publications of Plato. The word can be used to refer to the eventual end, final conclusion or demise of something, so in that case it's more likely that Kevin was simply referring to the event of the dinosaurs' demise(the word) to draw parallels to the impending demise of humanity via 'Finality'(the unique term that shares the same meaning). So it's kinda like when you say "The dinosaurs' apocalypse" you don't necessarily mean that the dinosaurs actually faced Judgment Day in the biblical sense. It could simply mean 'a great catastrophe that brought an end to the dinosaurs'.

If you want more contexts about chinese metaphor so you don't get confused in the future, in Chinese we still use "A likes B" to construct metaphor if we want the reader to be super clear that it is a metaphor, but we can also use "A is B" (which might seems strange, but I am doing my best to translate it) to indicate a more poetic and vague metaphor. It is similar to something like "this is Hell" in English in which obviously you are not in hell but you are exposed to a hell-like situation. MiHoYo usually does a great job in translating these metaphors but I totally understand your confusion since it was something like "The meteorite of Honkai" which in your culture is clearly stating a relation of belonging and is not usually used as metaphors but back in Chinese it can be rephrased as something like "Honkai's meteorite" which is different but kinda similar to to "A is B" . My man Kebin is a poet and you will encounter more metaphors like this in this chapter (I can not guarantee they are in the same form as this one since I played in Chinese). Yes, there was Ellie but, as Kevin said, there will be no second Elysia. And no second Kiana too. We already lost our best antagonist and now in new part I doubt they can make someone as close to heart as Kiana too. I believe the entire 2nd and 3rd parts of Honkai will feel for me like a side stories much more that Star Rail is.
I really think that This EX Chapter helped to make Project Stigma much more understandable and clear to us. We got snippets from the Elysian Realm, and now we have more insight thanks to this EX Chapter. I thoroughly enjoyed it, not to mention a certain bossfight!
