The lower bottom black metal frame attachment; I think it is a Rino Bracket. Used along time ago for I.E.D. defeat systems. It held a mast object which could be raised and lowered. The mast had a box attached to it, with internal glow plugs. The thought was if the bad guys used passive infrared trigger "motion detector" ; that a heat decoy up in front of the truck would be needed. In Lameman's terms, the enemy would use a simple motion detector from a light system as a trigger. So the Rino system would sit about 5 feet in front of the truck, and 2 feet off the ground. It had a metal box which got super hot and would detonate, these type of initiated bombs. A bomb going off in front of you is more desirable, then underneath you. I believe the gentlemen that restored this truck based it off of something he once knew. Because this type of system is from a certain time period. A lot about this truck says Iraq 2005-2008.
ECV trucks (actual ones not retro) have upgraded cooling, upgraded springs, cooled rear differentials, 12k half shafts and a bunch of other little tweaks. They are turbo trucks and typically have a body lift on them to clear the turbo housing. ECV and Rev2/b trucks are the trucks you want if you can get them.

Its for a bigger cooling system, its typically on the newer humvees and a lot of uparmored ones
