This was just a section of their SHINee World Concert IV in Seoul. The same concert where you have seen most of their other live performances from. Every SHINee concert, and most Kpop concerts, have a section of their concert where its all about having fun with the audience. "Woof Woof" is just one of those fan service fun stages they had during this concert. They also have fun stages for "321" and "Girls, Girls, Girls," etc. This might be unusual to you, but this is just something kpop concerts do and especially SHINee. Onew, Key, and Taemin are stage actors, as well as kpop stars so they have been in several musical productions of famous plays. And Minho is a TV and Movie K-drama actor and they all have amazing comedic timing. Plus, SHINee's voices are all well suited for this style of music so they like to show it off during concerts. But if you understood Kpop concerts you would know that this is a normal part of all Kpop concerts where they have fun stages and songs that interact with the audience. You just need to except it as a fun stage and stop trying to come up with a reason. If you want to know what the song is about just look up the lyric video. The song is pretty much about meeting a girl that you like so much that you want to be her pet. They are essentially saying, "Hey girl, do you like dogs? Come on over here I can be your pet." "I will follow you around like a puppy and let you pet me and play with me." etc. Its just supposed to be a cute and playful song.
Also, believe me everyone in that audience loved the extended version of the song and how they kept it going. Its part of the fan service to make it look like you are about to end it and walk off stage and they all of a sudden turn around and run back on stage and start it up again. It makes the audience and Shawols scream and cheer. Most Kpop concerts and artists do this at some point during at least one of their songs. (You should see a Super Junior concert. One of the songs "Rockstar" they have like 8 reprise moments where they act like they are done and then they come back on stage and continue again as the fans scream for them to continue over and over again.) "Woof Woof" was not the last song of the concert and it is an iconic performance that all Shawols grow to love. Its just a way to show the fun, playful side of them and to show how lovable they are.
Did you understand what Minho said at the end of that performance? He said "For all my guys in the west coast, D O double G." He was making a joke and referencing the American slang dogg and the American rapper Snoop Dogg. That's why he laughed like that.

In SWC 4 that was WoofWoof, from other concerts my favorites are 321 (swc3 version) and Kiss yo. BTW this performance had an extra dance break and is longer than the original song.
