pichu is not that good. He's OK. People are all saying he's completely shit or completely godtier when neither is true. He has a few advantages, nice ones at that, but lack of range, self-damage and being literally the lightest character in the game more than offset them enough to make him "meh" tier. And fwiw saying "I believe Pichu is much better than he ever has been" isn't saying much - his only appearance being Melee, where he was that game's joke character, there's nowhere to go but up.
Sato Well, he might not as balance as Pikachu, but he can be very bad or be very good if you use him right in this game. Pichu’s self damaging is not that bad anymore, in a point that doesn’t matter that much (unless you spam his moves like a idiot). Sure he is lack on range, but his moves come up way faster and deals way more damage than Pikachu, which means he can kill way much easier. He is also the smallest target in the game--which is already mentioned in this video. And thanks to that and his faster speed, he can do some combos that Pikachu simply cannot do, and can easily dodge to his enemy’s back, that kinda made up his lack on range tho. (And heck, I played Pichu too much that I can’t get use to Pikachu anymore help)

Are you implying Smash Ultimate Pichu still has level up potential? The way I see it, he was caught in the Gold and Silver equivalent of Cinnabar Coast and is ABOVE level 100. He can't level up any further. Only unglitch his way back down.
