Flying type would make the most sense considering Eeveelutions are supposed to be adaptations to their environment, yet not one of them can fly. Imo flying type eeveelution should have large wings like a dove, and lots of soft downy feathers/fur.
I agree on the flying type and normal type, but I've seen better Dragon types being done by other eevy fans then that, and as a matter of fact I have a photo image of one on my cell phone, thus the Cell Photo Gallery...

You should never get a Pokémon that evolves when it hates its trainer. It's already bad that there is a move that strengthens as friendship lowers.

Dragon - holding a dragon scale.
Rock - holding hard rock.
Bug - holding silver powder.
Ground - during a sandstorm.
Flying - holding sharp beak.
Poison - holding poison barb.
Ghost - holding spell tag.
Steel - holding metal coat.
Normal - holding silk scarf.
