Emancipation Proclamation did not free the slaves. The 13th amendment did when congress made it LAW.

The 13th amendment ALLOWS FOR SLAVERY OF A FELON WHICH IS WHY THEY LOCK UP SO MANY BLACK MEN TODAY.
